It is a shame that you cannot drive northwards up Passific Highway 1 from San Simeon which would be the best option had there not been all these roads closures.

If you goggle San Simeon to Carmel or Monterey, the route they give you now would be the 101 and this would take around 2hrs 45minutes. Once in Carmel or Monterey, you will be able to drive south on Highway 1 as far as possible to experience the Big Sur coastline.

We stayed in Carmel (very quiant little place which goes to bed very early!!) so if you want more nightlife I'd opt to stay in Monterey. The Drive back to San Francisco airport took about 2hrs again taking the fastest route 101. It was an easy drive, even when going past SanJose airport.

And today PCH has fully re-opened! Two days ahead of schedule apparently!

Good news for anyone going now. Not available for when we went last September sadly. Not that it spoilt the trip for us tho.
