Not sure how two flights a week can bring an additional 100,000 visitors unless the frequency is going to increase.

Maybe they're expecting 1000 stowaways per week as well.

This one is easy to solve
The quote is (nearly 500 pax arrived), so times this number per flight times by 2 flights per week = 1000 times by 52 weeks = 52,000 then double this up for the return flights and you get 104,000. This gives a total max pax movement in to and out of the island. The article I think is referring to this figure and has misquoted it as being the maximum new visitor arrival figure.

Ah maybe. I hate when newspapers are general and just hope you will guess or figure it out. I guess they wanted to give your brain a work out.

I suppose the paper was partially correct. There could be 104,000 new visitors to Jamaica Airport as most passangers will do an arrival and departure cycle. So a small part of Jamaica will see over 100,00 new visitors[^][:o)];)
