VH Avoiding APD increase?

Just received a long email (with a few ambiguities...!) from Flying Club on APD.

It's the first time I've seen this in black and white though:
The following passengers are exempt from paying the additional tax: Infants (under the age of 2), those passengers in transit who are connecting to an onward flight within 24 hours of landing in the UK and passengers who have booked their flights via Virgin Holidays.

Are VH absorbing it, or is there another reason?

Yep you are right Paul, this page on the VH website confirms that bookings made before 12th December will not have to pay any additional APD.

I have a Thomson holiday next week, booked last Feb and again have not been asked to pay any additional APD, so maybe its something the holiday companies are all doing because of their t&c's?

Yes in the t&c's of most tour operators it says they will absorb something like a 2% increase anything more then they have to apply to ABTA who then decided if they can pass the extra on to the passenger.
