Who are SSTL? Until its takeover by EADS Astrium last year, UK company SSTL was the world's largest private space company. They have been quietly making and successfully launching satellites for decades, including the Galileo Euro-GPS constellation.
According to the Pentagon, SSTL is apparently a threat to global security. I am sure that it's pure coincidence that a US company lost out to SSTL during the tender process for the project referred to.
