No - they are only for the FC owner to use however there is nothing to stop your Mum or sister buying or upgrading (or uising them in other wyas) for whoever they want to.

from the faqs on the VS site

Can I transfer my miles to another account?

No, as it is your personal reward scheme. However, you can use your miles to book a reward for friends and family. Although once booked, such rewards are not transferable.

I have authorised my adult children to have access to my FC account miles - they usually dip into 'MM's (Mums Miles) to upgrade their seats if they are going on holiday etc.

Perhaps your mother and sister could just add you to the account and then you would be able to use them in a similar way.

Alternatively, could your Mum use her miles towards something else? 10k miles is a reasonable amount. If you take a look at the rewards section on the FC website I am sure she can find something. 12'500 miles gets you a Virgin Wines voucher for example.

Thanks,
