Reward ticket taxes and fee's

I was just browsing the VS Facebook page and I stumbled across an interesting question.
Using a M+M fare the taxes and fee's are $164
A full reward the taxes and fee's are $349.76
Why the difference ?

Figures are correct (JFK to LHR return).
Differences are revenue versus non revenue fares and X and T booking classes.
Could there be an addation tax on non revenue tickets or a surcharge on non revenue ticket that is not charged on revenue?

That's what I am wondering, as far as I know VS adds a fuel surcharge to everything, where as CO has the fuel charge in the ticket price, meaning if you get a reward ticket on CO you don't pay the fuel surcharge.
