Fuel Surcharge refund for cancellations

How is this fair? Surely this makes the fuel surcharge part of the ticket and not a penalty to the airline due to your weight etc necessitating extra fuel?
On non-refundable tickets the fuel surcharge is now also non-refundable.
This means that an economy ticket will usually only get about GBP90 of tax back (less if your travel agent charges an admin fee to do it)
