What is the best chance of getting the exit row seats in premium economy i.e. 28A & 28C?

Getting to check-in very early is the only way! :X

i'm on it. I'll get there early! I just thought that gold card holders may be able to hold them or pre reserve them.

No VS don't have that option. Turning up early and fitting the exit row criteria (able-bodied etc) is the only way.

Not only can you not pre-reserve - everyone now has to pay for row 28. n(

Only on the 747 for those two seats in row 28 Nick, row 29 on the other side I don't believe you have to.

But, as you say, this is a scandal that VS should really think hard about. When you can be charged up to three thousand pounds for a PE seat to SFO, say, this is simply an insult.

To the OP, checking in early can work, or not, getting the front row of PE is for me insanely irritating. Sometimes you check in first and can't get them, because they're blocked, for some unknown reason. Checking in late can conversely be the thing to do. Sometimes being top tier you can force a change, sometimes not.

Even more irritating when you actually pay for two exit seats then some guy who hasent paid is allowed to sit in the free one beside you, as happened to us on Boston return a few weeks ago! I complained at the time and have sent a letter of complaint since but am still awating a reply!

Unless I am misunderstanding, you paid for an exit row and - presumably because no one else did - the other seat was allocated at check in.

I don't see the difference between your situation and someone paying for UC, and finding that the person in the next suite is an 'op-up'.

Yes, it is frustrating, but I can't see it as grounds for making a complaint. As has been said many times, he only way to guarantee to sit in a particular type of seat is to pay - either with cash or miles.
