Advance purchase rules question...

A question borne out of curiosity more than anything else... I had heard that to get the cheaper fare buckets in each class, you needed to book some way ahead (21/28 days?). However I notice that my VS400 to DXB this Thursday still has N class availability on the VA site...

Is this just another case of 'we make the rules so we can break them' from Virgin - presumably in this case because they still have shed loads of Y availability on the flight? I'm certainly not complaining - as I have no expectations of being able to score an upgrade, a half empty Y cabin would suit me nicely!

Most of the economy tickets seem to have fairly fluid advance purchase rules and most of them do not require advance purchase.
However, once you get to PE and UC it all gets slightly 'weird'.
I have been paying attention to this as I usually buy PE in a K or S class both of which usually require 21 days (although I have noticed some times for no reason I can figure to the USA 'S' has a 7 day advance.).
But often if you try and book 'K' to HKG it is sold out UNTIL 20 days before departure then there suddenly are seats available (but un-buyable as you are within the 21 days) I check the availability via Expert Flyer.
You could be forgiven for thinking this is a plot to get you to pay a higher fare than you need.
