Not noticed this before in manage my booking, thought I would give it a go just now:

I was browsing flights and the little window popped up "Can we help?
Chat with us online and you won't have to
wait for an email response"

So I clicked and got the message you are displaying above. It shouldn't even be offered if there is no one there to help!

Have experienced exactly the same thing. Wouldn't it be better if just wasn't there!?
