Upgradeable PE Classes

I have a booking in PE (fare code K), and UC rewards are available. So I accept that I need to pay the difference to get to an upgradeable fare code, then the tax and miles.
However on my flight there are no PE seats left on sale, so I cannot upgrade at any cost.
What I don't get is why there has to be availability in an upgradeable fare code. After all I am not actually going to sit in that seat, so surely there should be a notional cost to move fare codes.
Guess rules are rules.
I was advised by VS rep to try at the airport.

That is a good point! Hopefully they will follow BA one day and allow you to upgrade any PE fare.

It is rather a stupid rule, but I guess if there aren't any PE seats left it makes it difficult to know what price to charge you - however you would think it would make sense to find a way around this situation, VS gets more revenue and miles from you and also it frees up another PE seat for them to sell.

ISTBC but I thought that you could in fact pay the difference to upgrade your fare code in your existing class to then upgrade with miles to another class. My understanding is that you already have a seat in PE so there doesn't need to be another seat available in an upgradeable code in PE, sale or no sale - it's just a higher code and fare for the seat you already have. I may be wrong, so someone else jump in and say so, but I'd give FC another call and check it.

The reservation agents do not have the power or authority to change the issued K fare into an S or a W for you to then upgrade - thinking of it this way, they would swap the K you have for the S or W and then the K goes back into inventory with the diff in price collected of course (when that K is back in inventory it could be reclassified as a higher fare, but this will be something that the call centre have no influence over). If none available they have nothing to swap with and then that would be where revenue management steps in... ii) Given there is no way to get in touch with this mystery department I have a feeling that you will have to just give it a shot on the day.

If PE is fully sold, then there is no S or W fare to upgrade the the K to, to allow the upgrade with miles.
It's crazy, and I guess it might need speaking to a Premier team supervisor who *might* be able to help a way around it.

If PE is full, then VS may be reluctant to sell more seats in that class. Remember PE being full probably includes overbooking too... indicative of a busy flight.
Yet, if there are G's in UC then there should be an answer!
