Twilight Bag Drop

Have the opening hours of the bag drop changed?
It used to be from 3pm but I was informed that I could not drop my bags till after 6pm now

I thought it had always been 6pm?

It used to be from noon to 21.00 hours around a year ago when it changed and is now from 17.00 to 21.00 hours.
