I can not remember if my partner/hubby is able to buy a reward flight just for me. Or does he have to transfer miles in to my account.

Yes. I've bought flights for friends as a gift and have not flown with them.

Likewise.
I have never had a problem when calling VS to get Reward seats for friends across the Pond to travel here.
Of course, ther has to be Reward availability
