Credit card E-PE upgrade voucher can you upgrade to upper?

under the new upgrade rules can you upgrade with miles to upper class if the PE upgrade voucher is used ?
I know you couldn't but has this changed in the recent changes?

Nope - but if you have the miles (or cash) you could always enquire at check in & again once boarded if you know there is space.
