Seat Selection with Flying Club

My daughter is Flying Club Red which supposedly means she can pre select seats 7 days in advance of a flight. Been trying to select seats on the Virgin Atlantic website and the seats come up as chargeable when selected (£39). Trying to ring Virgin to ask about this is impossible. Been on hold for over an hour, twice now. Is it just me or is this just dreadful customer service. Getting really fed up now
