Query from Newbie re award flight

So i have a few points saved up and 2 VA credit card vouchers. If say we wanted to go to the west coast of America obviously as soon as the outbound leg is released i want to secure it but obviously i cant secure the return leg until its released. If i wait for both legs to be released i maybe in danger of there being no outbound award legs available.
So, could i for example book the outbound flight using my points and vouchers and then 3 weeks later secure the inbound flight and have the same voucher applied to the return leg? Or would a better option be i just use 1 voucher for 2 people leaving the uk and then another voucher for 2 on the return leg.
