I've never had a problem changing money at the airport in Delhi on arrival. Sterling or dollars seem OK. Never tried travellers cheques though. I am told that it is advisable to get receipts for all your currency transactions so that, if challenged, you can prove what you've done before leaving. Never been challenged though.
Be aware that you will have to change everything back before you leave as it is illegal to export rupees. Certainly at Delhi airport, you must do this before clearing security as their are no money changers after that point, though there are no signs to tell you this. Having to go back through security to do it is a pain as the queues can be very long.
