Connecting Flights and Baggage - again

If I am reading this correctly, it looks like all domestic travel ie shuttles to edi and gla etc are only allowed 1 bag in the hold @ a max 23KG, so the question is, if you are travelling VA and have to keep the weight under 23KG per bag for your shuttle, will BA charge you for another bag and how much ? (never had a bag under 23KG on the way home so it looks like it will have to be split into 2 smaller ones)
This is getting more difficult by the minute - first not letting you book your luggage straight through and now this.
Any comments ?
