You can buy up to a year in advance, to possibly get better rates, but obviously there is speculation involved with that, or you can just buy at todays rates, which seem good value. Today they are at $1.9948

Is there any way that I can get foreign currency by using my VS AMEX and consequently earn the miles and money towards the companion voucher?

Foreign Currency is usually classed as a cash advance so I doubt it. I'm sure someone will confirm either way.
