Plane dismantled over lost mobile

Why can't people wait? On a VS flight back from Dubai last month a couple were on their phones sending texts whilst we were on approach [:0]
If they are in breach of rules then shouldn't the airline start taking action? In my mind its just the same as smoking in the toilets."
