From the Budget Book

2.140 Aviation tax: rates – Air Passenger Duty (APD) rates will be frozen for 2011-12. The RPI increase assumed in the forecast will be deferred and implemented alongside the April 2012 RPI increase. (Finance Bill 2012) (36)

2.141 Aviation tax: consultation and business jets – At the June Budget 2010, the Government announced it would explore changes to the aviation tax system and that major changes would be subject to consultation. A consultation on the structure of APD, launched on 23 March 2011, includes plans to extend the duty to flights taken aboard business jets. (Finance
Bill 2012)

The only comemnt I will make is that I can see no evidence of any increases for 2011 actually being implemented by VS

There is also a APD Consultation Document

Apparently it is not possible under international law to introduce a 'per plane' tax.

So, not cancelled, deferred - next year's will include this year's. Did I get that right? A bitter pill then.

From THe Guardian

The British Air Transport Association (Bata), whose members include British Airways and Virgin Atlantic, said they were not expecting an APD increase in the first place and were stunned by the budget announcement that a rise would be delayed for 12 months. "What increase do they mean? We never knew that there was due to be a rise. It is spin to claim that it has been deferred," said Simon Buck, chief executive of Bata.

Just I suggested in Mdvipond thread from Monday. What scheduled increase?
