Would, just under, three hours enough time to make a connection in Boston? Arriving 13:35 and looking at BOS-MSP-SEA at 16:25.

Yes--absolutely--it's a small and easily navigable airport.

Well. The last time I went through Boston flight VS11 was delayed and 2 hours in immigration queue. Last night sailed through immigration and then thump.... 6 flights had landed at once and 30 minute queue to leave the baggage hall via customs. You cant check luggage through- so you have to collect. So it should be fine but as with everything no guarantees

As Barnaby says, things do happen, but VS 11 usually comes in close to time and there is usually no immigration conflict. BOS does have a new luggage scanner at customs which takes time, but usually 10-15 and not more than 30 minutes. Three hours should more than do it, if for any reason the flight has been delayed, do make yourself known to flight attendants so they are aware you need priority disembarking.
