Traffic Offence

I rented a vehicle through a franchise with Hertz in June in Abu Dhabi in the UAE.
When my C Card statement came through there was an additional cost of £20 billed seperately, which I contested. My C Card company credited my account with the £20.
I received a letter from them today stating that Hertz had charged me £20 for a traffic offence (obstructing traffic) and duly reapllied the £20.
Hertz sent my C Card company 10 pages of fax including copy of my rental agreement, photo ID, licence details, C Card slip, Hertz traffic Invoice etc. but nothing from the Police in Abu Dhabi to actually verify the offence took place.
Has anyone else been fined and not genuinely been aware of an offence, in as much as that you think the you are being ripped off for extra money.
