Reward flights only available to US customers?

Friend is having an issue booking reward flights from MCO-LHR. There are 9+ seat available but she is being told on the phone that those flights are only bookable by US customers.
Has anyone heard this before?

No special rules about being reserved for flights that originate in the states?

As an SFO-based customer, if they're reserving reward seats for US-based passengers, that's brand new.
The curse of being here is that UK pax want to redeem here on holiday and for half of the year the Revivals lounge is closed when we arrive.
