Microsoft Internet Explorer's Popup Blocker has always left something to be desired.

Ah - You need a pop-up blocker pop-up blocker ;-)

Interesting, that might be a fake window as I don't recall a window as such.

That would be what we call selective memory.

We are seeing an increase in spoof Windows being displayed to users whilst they are using the web. Not exactly hard to code, and easy to do a browser check too.

When the pop up blocker works on my IE7, it comes up as a bar at the top of the page asking me if I want to allow it.
