Paypal have just launched a new top up Visa card. At the moment I can't work out whether if you top up your card from a paypal account using an Amex whether this would be treated as a cash withdrawal or a normal transaction. (i.e. whether this may be an indirect way of using an american express such as a VS one to pay for things in places that don't take amex but still getting mucho miles). There are no fees for UK transactions, 2 flat fee for cash withdrawals and 2.75% fee for foreign transactions).

I posted this in the restricted section as I thought it may be a neat little miles earner loophole (subject to whether topping up is treated as a cash withdrawal by the card provider) that could be stopped in the future - hence thought it may be better to keep it off the public boards but Mods please move if you prefer.

I reckon you would be able to earn miles if using an Amex as I use my Amex to pay for items via PayPal and have always earned miles. Don't see how this would be any different - could be wrong though.

I applied for one from a company called FairFX, whose rates seem to be the best.
If you visit MoneySupermarket.com first, they waive the usual £9.95 charge.
(Today, their exchange rate is £1 : $1.90, where the Post Office is £1 - $1.85).
They only charge for ATM withdrawals.

But with earning miles - I'm pretty certain that it doesn't apply to Foreign Exchange transactions...
