Web Site Design s/w???

Eerrrrr, not exactly a travel technology question I admit but.....

can anyone recommend a (preferably free!) a good quality, idiot-proof web site design software package? I have to create a web site (don't ask!) and need something that'll produce a good quality site, but with minimal effort!!! I realise this may be a tall order but I have to give it a go.

The minimal effort still appeals. Beats having to do these websites where the client actually expects you to put some effort into produce a quality site.

Web Easy is apparently quite good, although I don't think it's free:)

According to the people in the know the following product is supposed to be a good free product and is said to be 'similar' to dreamweaver. Haven't tried it myself as I use Dreamweaver (which is a good commercial product and VERY good value for money if you have some way of getting a student licence)
