Wonder if you have to have a US-based credit card to buy it? I had to jump through several hoops to buy a US Virgin mobile some years ago, only to have even more problems trying to top it up.
But for $40 a month for unlimited 3G internet, it is a bloody good deal.

My guess would be yes - I bought a PAYG Virgin Mobile phone last year when I was in New York and they only accept US-registered cards for online and over the phone top-up. They do offer an option of topping up via PayPal, but again your account needs to be registered in the US.

My US Virgin mobile is registered at my UK address and went through without a hitch.
$20 every 3 months to keep it active via Paypal.

If it's anything like the UK version of the 3 MiFi router, it's very easy to get it un-locked.
