Hmm, I got 24. Problem is those all those funny shaped states on the east cost, especially the small ones. Why cant they all be rectangles like Nevada!. I have an idea of what states are around there, but not where exactly...

I managed to get them all, but only after several attempts. West coast and the north-east were pretty easy, but the south and the centre took some time.
