Upgrades at check-in

Is it usually possible (spare seats permitting) to just buy an upgrade with FC miles at the check-in (from PE to UC)?

Not unless you are on an upgradeable fare, as not all VS fare can be upgraded using miles.

When you book VS flight online, it now tells you if your fare is upgradable using miles during the booking process.
