Long time lurker, but first post

Currently VS AU, and about to book some flights for work, but Delta are coming out cheaper than VS for the same flights.

The routing is LHR to JFK to DFW with the trans atlantic leg being a Delta code on VS metal, so the question is, can I get Flying club miles and tier points for this, and will I get access to the clubhouses at either end?

You do get miles and TP whichever airline you choose (DL or VS) even if not a code share.
By 'the other end' I presume you mean upon arrival at your destination. In which case CH is for departing flights only.
There is an arrivals lounge and if you have flown VS UC or hold a gold card then you have access. If you arrived on DL then I do not think you have access and - more importantly - DL arrive to a diferent terminal which is quite a way from VS
