AFAIK the rule is that you still can't use miles against a VH booking.

I know you can get VH to book you in specific fare codes (for the relevant fee, of course), so they might then be able to do a miles upgrade with VS for you, but I can't ever remember anyone saying this has happened.

You can do this, in theory. It might take a few attempts or the need to speak to a supervisor at VH as its one one of those 'depends who you speak to' things. But you can get VH to book you an 'M' class fare that you could then upgrade with FC subject to availability

An update for you,

after a couple of email exchanges i finally got to talk to a lovely lady at VH.
i explained what i wanted to do (above), only after i told her the exact requirements of the holiday, how many people / location / hotel etc.
she then said it had to be passed on to her supervisor.
A couple of hours later the supervisor rings to say based on the package
ive chosen , she was more than willing to liase with flying club to upgrade me to PE using my miles. after 10 minutes holding i was told that there was availabilty and for an additional £56 per person + miles the seats were ours.
Done deal i said :) y)
after the deal was done i asked her why this cant be done on a permanent basis like BA currently do and why i was allowed to do this
her reply was that they treat this on the basis of location and what the full amount of the holiday package is explaining that it must be a package combination.
best thing is i still only have to pay deposit only to secure this.

so moral of the story is "if you dont ask you dont get", but this thread is proof that yes it can be done and not at a massive cost
