It also depends on the captain for that flight as to whether or not he agrees to ordinary pax using the jump seat which may be refused if, for example, they were expecting a lot of turbulence. When flying out of DXB on VS some years ago, they were looking for volunteers while we were waiting for check-in to open, the stipulation being that one would not have a connecting flight (which left us off the hook!) I later saw passengers on the jump seats.
I have also flown with jump seat permission from the Chief Pilot in the event of all passengers turning up on what was the last flight of the season. I was a tad disappointed not to get the experience in what was only a two hour flight.
