A first for me on my return flight from JFK was fast track passes being handed out by crew in the UC cabin.

Is this new or supposed to happen all the time as its never happened before on any of the flights I've been on into LHR!

Correction - for all non UK/EU/EEA passports

THey usually hand them out when asking if passengers need a UK landing cards and if you need a landing card you get fast track slip.

Yes. And lucky you were able to use it - I thought HAL were quite strict at policing their use (ie sending people back if they use the fast track lane with a UK/EU/EEA passport).

We were given them once (my memory tells me at check in, but I could be wrong about that). Though we were not sent back to use the UK/EU line it was made clear to us that we should not have been given the passes.

American handed them out to all passengers when we flew them, but the slip clearly stated that it was not valid with a UK/EU/EEA passport

we had them handed out to all UC from DXB a little while ago. Nothing on the ATL or MIA flights.

LHRwebsite says non-EU px in premium cabins
