I may skip the lines and just admire the Monument from the exterior I expect. The Old Post Office Clock Tower views are meant to be a very good altenative.

Edit: Maybe not! The Old Post Office is currently closed for renovations. I guess I shall have to see Washington from the ground level :-)

We are still going to NYC but as we've visited NYC several times before, we are staying in a loft appartment in Williamsburg, Brooklyn this time. It's next to the East River and I hope to see more of NYC thats off the tourist trail. Should be a great trip.

Agree with Eggtastico re Statue of Liberty. When we went to NYC last December, we could only get tickets for the pedestal as the crown was sold out, though to be fair the views from the pedestal are good enough providing it's a nice day. The only other thing to make a note of are the ferry times from Battery Park and timing it right to ensure you get there on time for your admission to the statue.

Williamsburg is a good area. Lots of bars and restaurants, away from the hustle and bustle of Manhattan and you can get some nice views of Manhattan from the river in the evening.
