PE Vegas to LHR

Just booked PE flights using my upgrade voucher as it was going to expire for next year. I can't select the bulkhead seats as booked on the phone although on a dummy booking online it appeared I could have done. Assuming I can't get them what is the next best location? There is two of us flying. Guessing they are all the same except bulkhead.. ?

I have heard that row 25 is better as there is nobody behind you, and you can revline the seat as much as you like.

Others might confirm this (or deny) as I have not yet flown on the dreamliner.

As far as I'm aware the 789 bulk-head row remain blocked right up to the day of departure with them all being bassinet positions.

I've only ever been able to sit in row 21 in Premium Economy on the 789's by asking for a seat in that row whilst at the airport.
