I thought minimum crewing was 1 crew member per 50 pax - with the condition that each main exit door must have a crew member assigned for takeoff & landing? By main exit door I mean full-size door, not over-wing exits (which are obviously not applicable to VS). This is how the likes of Ryanair get 189 pax on the 738 with 4 crew.
As the 787 has 8 doors, flying with 7 crew would surely mean a certain area of the aircraft would have to be blocked off & be left unoccupied? It was very easy to go "crew-down" on the 747's - just close off the upper deck and you could fly with 2 fewer crew.
