At a previous employer of mine, we all had to sign consent forms allowing a 3rd party company to check our driving eligibility each year on behalf of our employer. If you did not sign the form, they would not let you drive a company or hire car on company business.
It all boiled down to the fact that previously, it had been a "self certification" system for your entitlement to drive. A couple of employees did not exactly tell the truth here (both had over 18pts & both were banned). Needless to say they both had accidents whilst driving company liveried vehicles & the company got taken to the cleaners by the other parties insurers.
