Tier Points (Sorry!)

I know this topic may have been covered before but here goes. (I am wearing my flame retardant suit!)

Can anyone tell me if it is possible to pass on tier points?

The situation is that my husband will be 3 points short of retaining silver. I won't bore you with the details.

I would be extremly grateful if anyone can furnish me with an answer.
