To the best of my knowledge, yes. Into UK is exempt, but a local equivalent may exist.

I'm getting caught twice when flying VS. I have to pay it to leave Ireland (I wonder where they got that idea [:w]) and then to leave the UK [V]

You shouldn't if they are truly connecting and on one PNR. But I had a long correspondence with VS on this and they wouldn't budge. HMIRC agree it's wrong but they don't take enforcement action, they say it's up to the airlines to decide how to charge passengers, as long as they pay the tax due.

The HMIRC rules re: connecting flights are a bit long winded but pretty clear.

I haven;t been charged 2 lots of APD when using BA, just when using BA or BMI to connect to VS. I think their reluctance to get it right is based on the fact that it is the first carrier that is responsible for payment and they'd need a system to keep track of this - it just seems easier to charge some of us twice[V]
