A bit strange as all the VS flights i've been on to vegas have been completely full in the past!

No, what it means that in Economy there are 9 or more tickets left for sale. That could mean exactly 9 or 10 or 150 out of 352 seats in Y

In PE it is 9 out of 58 seats and 6 out of 14 in UC

Given it is the summer holidays my guess is that the flight will be very busy indeed.
