I know JFK PP control can get somewhat congested at times and was wondering if theres a fast track system in operation for UC passengers.

No there isn't, nor is there in any US airport that I'm aware of
The only form of 'fast track' at JFK immigration is if you have a connecting flight departing within a certain time (2 hours I think), then you get a voucher to use when you show proof of the connection.

That's interesting - is this a JFK or a general US thing? I normally have connecting flights (on the same PNR), but tend to book excessive connection times to make sure I will get everywhere ok rather than end up screwed - I'd rather have a confirmed seat on the last flight than have to try and re-book a missed tight connection, as it were.
But if this sort of thing exists, maybe I am being too cautious; who gives the voucher - VS or the US? If the latter, who do you need to ask, and is just showing the flight itinerary ok? And what does the voucher actually permit you to do?

AFAIK, it's JFK only
It's called "quick connect initiative" and allows any passenger with a connecting flight within 3 hours of landing to effectively 'skip the lines'. You get the card from the airline rep in the immigration hall. You'll need to show proof of your connection to get it so if you have a connection in 3 hours 10 minutes, you won't get it.
