Were using DTCI will we still have to do OLCI to guarantee the seats we have requested LHR to SYD

I'm not sure you'll ever 'guarantee' the seats, but OLCI at T-24 will give you the best chance. I think DTCI is effectively the same as turning up at check in as far as seat assignment goes. IIRC you get out of the car and are then checked in at the upper floor desk in the standard manner, though to be honest I'm uncertain as to whether the agent at the desk had already printed the boarding cards or not.

The staff will have luggage tags and BPs ready for you.

That is no longer the case out of Heathrow, Although it is always best to check in online T24 just to make sure you have the seats you requested.
