Log into your booking and sometimes you will find the option there.
However, it is only offered sometimes and on some flights.
Also, you might find it cheaper to just pay up to the cabin you want to sit in - I doubt you will get a bargain but good luck.

Perhaps when it was offered there were seats available in PE but they have now sold those seats so the upgrade offer is no more.

What flights / dates are you flying?

There are still at least 9 seats available to buy in PE but only in the pricey, flexible fare buckets. The cheapest K bucket has sold out so I'd have thought it's unlikely you'll get a cheap upgrade or offer to bid for one now.

Your best bet is to wait until you get to the airport as if there are still unsold seats they may sell you one on the day.

Be warned, by the way, that the window seats in the exit rows in economy have restricted legroom due to the casing containing the evacuation slides bulging out of the inside of the doors.

They may release some more at T-24 when OLCI opens, also Virgin Holidays have an allocation which they may not fully use, and people do change seats so it's worth keeping an eye out. OLCI is your best bet though.
