If i were to purchase foreign currency via say Thomas Exchange would this count towards my 3k spend?

No, I don't think so as the 3K bonus T&C's state:

Bonus miles are not awarded on balance transfers, money transfers or cash advances.

I believe buying foreign currency using a credit card is considered a cash advance isn't it?
