There are a number of initiatives being trialed - such as mixed mode - which has actually been pretty successful, as well as other elements designed to improve the overall efficiency of aircraft takeoff/turnaround/landing. However, I agree that without a third runway, there is only so much you can do with an effective slack of 0.68%

I do disagree with the idea that LHR will decline though - and not only because I have a vested interest in it doing the opposite. LHR is, and always has been, a stalwart of the aviation industry. By rights, it ought to never process as many passengers as travelled through it 10 years ago, let alone today; and yet, despite enourmous pressures, it still gamely carries on. I agree that LHR will struggle without a third runway, but I find it hard to believe, with the capital investment being put in place, that it will decline.
