Aircraft had an electrical problem and first TO was aborted.
The electrical problem & its fix may have switched off certain alarms in the cockpit.
Flaps & slats were extended for the first TO but appear not to have been in the second.
It is thought the crew received no alarm that they were not extended.
However full TO procedures should have been repeated for the second attempt.
That should have included checking flats & slats.
There have been no known cases of them being selected but not extended - it is a mechanical operation.
There have been a (very) few cases after an aborted first TO where they have been retracted for the taxi back and the TO procedures have been 'shortened' for the second TO - a few near accidents.
An MD80 attempting to TO without flaps & slats may be able to lift off while in ground effect but would stall almost immediately (some 20kts below stall speed)
Generally the MD80 is a very reliable and safe aircraft.
But when problems combine.......
