The incident itself may have been out of their control - but they knew that they were flying empty.

Surely they should have offered pax the choice to go on or not before departure[?]

I'd understand this if they were missing a few bags - but not all of them!

Not exactly grammar police - more amused reader who finds it incredible that someone presumably paid as a PROFESSIONAL communicator (and therefore writer) is unable to get a simple sentence right.
