Budget Passenger Duty Increases?

Firstly, and up front - I don't do The Budget! I don't really get it, it always ends up costing me more so I don't really look too hard into it.

I have just been to the calculator at the BBC site put in my details which includes flights and it is telling me that the flight tax for next year will be 2 x that of this year.

Is that just to do with the recent increase in APD or have we been hit again?

Don't think so. Been picking through the 300+ pages of it, and it only talks about the pre-Budget APD introduction that we've already had.

There is a mention in there about talking to the airline industry about their concerns over the different rates between Economy and 'premium', and what exactly defines premium when business-only flights only have to pay the lower rate.
