OK, here beginneth the lesson about load checks:
The three main cabins are designated by J, W and Y. In each of these are several buckets. For example in J, which is Upper Class, you have J, C, D, I and Z all of which have their own rules and restrictions. However when you see straight 9s across this it does not mean that all these numbers add up to give you a total of the number of seats available. What it does mean is that there are at least 9 seats available in UC which can be sold and also can be sold in the buckets which also have 9 against them. Thus on the VS 46 it reads Z0 because it is an apex fare and the flight is within the 21 days (or whatever the number of days applies) and thus no longer available. The number 9 is always used by VS (and other airlines) and you will never see a cabin with more than 9 showing. It can mean exactly nine seats are available or that the cabin is empty.
Just because UC is showing 9s across the board it does not mean that Gs are or should be available. If VS thinks that it can sell those seats they will not release them as Gs. It's all to do with the science of yield management. You may find Gs are released nearer the time but you never can tell.
